CARES ACT – HEERF I
On March 27, 2020, the President of the United States signed the CARES Act (H.R. 748), which provided emergency relief funds to organizations and individuals affected by the coronavirus pandemic. The Higher Education Emergency Relief Fund (HEERF), found in Section 18004 of the CARES Act, provides funding to institutions of higher education “to prevent, prepare for, and respond to coronavirus.” These reports provides details on the emergency funds that Thaddeus Stevens College of Technology received under the HEERF to provide to students.

ACKNOWLEDGEMENT OF FUNDING & CERTIFICATION
Thaddeus Stevens College signed and submitted the Department of Education Certification and Agreement on April 10th, 2020 and received the funds on May 26th, 2020. Under 18004(a)(1) of the CARES Act, the total amount allocated to the College is $1,866,667. No less than 50 percent of these funds, totaling $933,334 will be distributed to students as per the terms of the certification.
DISTRIBUTION OF FUNDS
Thaddeus Stevens College has received a total of $1,866,667 for the institutional and student shares. Fifty percent of that amount has been distributed to students.
Thaddeus Stevens College mailed 1048 checks on June 9, 2020, in the amount of $933,334.00, which is the total allocation the college received to distribute to students.
The total institutional funding amount of $933,333 was spent as of 12/31/2020. The Quarterly Budget and Expenditure Report for 12/31/20 will be the final report.

CRRSAA – HEERF II
The Higher Education Emergency Relief Fund II (HEERF II) is authorized by the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), Public Law 116-260, signed into law on Dec. 27, 2020. In total, the CRRSAA authorizes $81.88 billion in support for education, in addition to the $30.75 billion expeditiously provided last spring through the Coronavirus Aid, Recovery, and Economic Security (CARES) Act, Public Law 116-136. This report provides details on the emergency funds that Thaddeus Stevens College of Technology (TSCT) received under the HEERF II.

DISTRIBUTION OF FUNDS
The minimum amount that will be allocated to emergency grants directly to students will be $933,334.

AMERICAN RESCUE PLAN (ARP): HEERF III
The Higher Education Emergency Relief Fund III (HEERF III) is authorized by the American Rescue Plan (ARP), Public Law 117-2, signed into law on March 11, 2021, providing $39.6 billion in support to institutions of higher education to serve students and ensure learning continues during the COVID-19 pandemic.
ARP funds are in addition to funds authorized by the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), Public Law 116-260, and the Coronavirus Aid, Recovery, and Economic Security (CARES) Act, Public Law 116-136. Emergency funds available to institutions and their students under all emergency funds total $76.2 billion.
Thaddeus Stevens College has received a total of $4,807,007 in HEERF III funding. The minimum amount for the Student Aid Portion (CFDA 84.425E Allocation) is $2,403,504. The maximum amount for Institutional Portion (CFDA 84.425F Allocation) is $2,403,503.

HEERF III – ARP FREQUENTLY ASKED QUESTIONS (FAQs)
Part I
Do I need to complete an application to receive the ARP funding through HEERF III?
No formal application is needed for the fall 2021 distribution of funds. The college has determined that all students have expenses related to the disruption of campus operations due to the Coronavirus.
Is a FAFSA required to receive the funds?
No. A FAFSA is not required to receive the funds.
How is eligibility determined?
All students on the Officially Enrolled Census Report for Fall 2021 are eligible to receive the funds disbursed on 11/09/2021. Students eligible to receive the Federal Pell Grant as of 10/12/2021 will receive 55% of the total allocation, and students who were non-Pell Grant eligible as of 10/12/2021 will receive 45% of the total allocation.
If I’m a part-time student, am I eligible to receive the funds?
Yes, part-time students will receive a pro-rated amount based on Pell Grant and Non-Pell Grant eligibility. The amounts are pro-rated based on whether the student was three-quarter time, half time, or less than half time as of 10/12/2021.

Who is eligible to receive the funds?
All students who are enrolled as of 04/25/2023 will receive an email alerting them of the application availability. These students will all be enrolled during the academic year ending the national emergency.
Students who are eligible for the Federal Pell Grant are given preference due to exceptional financial need. Eligibility determined by payment of Pell grant by 04/25/2023.
What qualifies as a COVID-19-related expense?
Emergency financial aid grants may be used by students for any component of their cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care), or child care.
Significant, unexpected expenses either for themselves or that would affect their financial circumstances, such as the loss of employment, reduced income, or food or housing insecurity.
How much funding could I receive?
Pell Grant recipients as of 04/25/2023: maximum amount $2819
Non-Pell Grant recipient as of 04/25/2023: maximum amount $1482
Funds will be pro-rated for students who are not full-time (12 credits).
How long do I have to submit my application?
Applications will be reviewed on a first come first serve basis until all the Student funding has been used.
